When people talk about electronic invoicing, many colmado owners assume it is a big-company thing. It is not. The Ley 32-23 calendar includes small, micro and unclassified taxpayers, with a deadline of November 15, 2026 (the DGII extended the original May deadline by six months). If your colmado issues fiscal receipts, it applies to you, and it is worth getting ready before that date.
What about the RST?
Many colmados file under the Simplified Tax Regime (RST). Being in the RST simplifies how you file, but it does not exempt you from issuing fiscal receipts when your customers ask for them. A customer buying for their business needs a valid receipt for their ITBIS, and today that means an e-CF.
What you need
The requirements are the same as for any issuer:
- A current RNC and Virtual Office (OFV) credentials.
- Authorization to issue receipts.
- A digital certificate for Tax Procedures (the DGII has made them available at no cost).
- Software certified as an electronic issuer.
The real challenge for a colmado: speed
In a colmado the problem is not the law, it is the pace. You cannot stop the line to build an XML.
